Does Maoism claim that first world workers, ie a labor aristocracy, require a third world proletarian revolution? If it's true that first world workers can't create revolution on their own, then how do third world organizations plan on propagating a revolutionary message?

Maoism claims nothing like that. The labour aristocracy is only a minority among first-world workers. However it is an observed phenomenon that imperialists try to keep the imperialist countries out of crisis by pushing the crisis of to the third world. So a few revolutions or advanced revolutionary movements might be necessary to spark revolutions in the first-world.
